ChinaSteals turns scattered public records into legible case files: what was targeted, how access formed, what moved, what the evidence proves, and what institutions can do.
Mission
The project exists to improve public understanding of technology and know-how transfer involving actors and institutions in China, and to help academic and industrial leaders recognize recurring risk paths before their own organizations become the next case.
Editorial posture
The name is provocative. The work is documentary. We name publicly identified actors when the record supports it; distinguish criminal findings from allegations and lawful conduct; score PRC-state nexus separately; include relevant responses and reversals; and expose sources, review dates, uncertainty, and analytic judgments.
What this project is not
It is not a claim about Chinese people as a group, a screening list, a substitute for due process, or an argument against legitimate research and commerce. Nationality is never evidence of misconduct. Conduct, access, obligations, public records, and verifiable links are.
Independence and funding
ChinaSteals is an independently operated, privately funded public-source research project. It publishes without an individual byline so the evidence, sourcing, and correction record remain the basis on which readers judge the work.
